The personnel system is mandated and it includes a commission and a personnel director who is to oversee all aspects of the Napa personnel system. The results were an acknowledgment that the only way to change the personnel system was to go back to the voters and change the Napa Charter. In the 1960s, there were identified, significant problems with the personnel system in the city of Napa. This charter language spells out the requirements for a somewhat independent personnel system outside of city management control. For 50 years, this system, put in place by the voters, has worked as intended. Without going into all of the issues, the voters passed City Charter Amendment 76. During a brief time in the 1990s, a committee was formed to look at changing this system. The primary concern of politicians should be for their constituents and to follow the rules that have been put in place by those voters.

They have a lot of work to do and less time to share with the most important people in their lives.
